Obviously the proglodyte answer is a) making people apply for a permit to purchase a vehicle b) apply to be able to use a vehicle c) limited seating capacity and limited horsepower (3 is enough for both, right?) d) making all aspects of vehicle ownership prohibitively expensive and eventually e) banning them outright.
