I'm not clear as to the need for steps. All three simultaneously would suffice.

IDP it's the law that a landlord has to give written notification 30/60 days to get the hell out. As for the building I think it should be remodeled and given to Military families that need cheap rents due to wounds or whatever else that have in their lives that causes them to need help.
That place is big enough to house shopping and doctors offices to be supplied by the military to make it convenient for our soldiers.
That's at least making good use of the building. I would be happy to support that!!

I heard last year or so that the UN building is actually in violation of modern building codes, specifically fire-supression and evacuation. As I understood it then, the NYC building inspector actually has the authority to close the building itself down.
That'd be a great place to start.
