I heard about it but it is unclear who is directly affected and how IMO. Seemed like a April Fools Day thing on steroids.

I wouldn't be in the least surprised if it was a .gov false-flag operation. They want an excuse to shut down the web, perhaps they invented a way that they hope won't be tracked back to them.
