To me it sounds more like the path the parents chose more than the death panel. If the parents would have disagreed, would the baby have continued to receive nourishment?

Yeah, it's a false choice, despotic governments in deomcratic garb love giving people false choices...doesn't matter the mode of coercion - crippling fines/fees, regulatory hurdle-jumping, delaying tactics or threat of lost/reduced benefits...the effect is to push people into one direction, the direction they desire is optimal for government and its agenda.
