It's legal...

Coastal states have the right to inspect foreign ships in their EEZs to ensure compliance with international safety standards and regulations.

It may stretch the definition of safety but insurance being liability related can impact safety if not adequate for the risks involved in transporting whatever is being transported....and since the shadow fleet is primarily hauling oil...those safety risks ecologically and implied are valid.

And if Russia complains all they can do is return the favor, but lacking a true warm water port in the North they are screwed...but it's the flip-side advantage they have on land with pipelines...

So I am hard pressed to GAFF...

I do not know that law stuff. I would guess that the ships are insured but not by London. London kinda had a monopoly on that but given that vacuum, I am sure someone stepped in to take the money and duplicate what London was doing.

As I understand it, Ukraine recently said they would not renew the agreement to allow Russian gas to transit Ukraine to more distant countries. This ends Jan 1, 2025. This includes shutting off gas to places  like Slovakia and Moldova. Likely Germany also. Ukraine made around $1B per year transit fees.

So Ukraine wants money from Europe but has no problem shutting off gas to them.

There was the so called reverse flow. This was a legal fiction where Germany would pay for an extra amount of gas to Russia then allow Ukraine to siphon off that amount as it transited Ukraine. I imagine this will end also.
