This does not sound like prior Russian MOs. In the future I could see Russia or China arming existing groups with weapons.
I have posted before that if I were Russia I might supply MX narco gangs with RPGs and shoulder AA missiles. Somebody armed terrorists against Russia and China. Somebody is arming terrorists in SW Pakistan to kill Chinese engineers building stuff. 'Somebody' better knock it off.
I would bet there is a safe way to make the TATP explosives using ingredients from home depot. I would worry about such trained people more than a chuckle head like this. If trained by Russia he would have had existing explosives or know how to make them.
Years ago some guy in Philippines was cooking up this stuff on his stove and the kitchen/stove caught fire. A responding Filipino police woman knew what this meant and arrested the guy. This prevented maybe 10 airliners from blowing up over the Pacific ocean.
TATP is a fairly easy explosive to make, as far as explosives manufacturing goes. All it takes is acetone, hydrogen peroxide (3% medicinal peroxide is not concentrated enough), and a strong acid like hydrochloric or sulfuric acid.
