Go for it. A banana republic people deserve the crash that would happen when you implement an ADDITIONAL tax on property of 4% per year.

Enjoying services like efficient snow removal, and infrastructure restoration when a hurricane impacts Staten Island (actually screw them, they're the most Republican of all the NYC boroughs).
