The only reason Obama hasn't done this on Vlad's scale yet is because the E-GOP opposition is so easily manuevered...but it is coming...

Vlad can invade nations, seize territory, shoot down non-combatant civilian air traffic and suffer not a hint of retaliation...you have to respect that kind of despotism...it does seem to work.
