It needed 60 to advance because Mitch McConnell is committed to continuing the Senate Filibuster Rule.  It's a self-imposed limitation, that the Ds have thrown out when they were in the majority and when they saw fit, and it's not in the Constitution.

This is McConnell's way of not doing what he doesn't want to do.
