a)  It's not illegal - Whistleblowers are guaranteed protection from being fired, but § 3033 (g)(3)(A) does NOT forbid anyone other than the Inspector General from revealing the whistleblower’s identity.
 
As NPR put it:

“Similarly, if a news outlet, member of Congress or member of the public outed the whistleblower, legal experts said, no criminal law would be violated. ‘There is no overarching protection for the identity of the whistleblower under federal law,’ said Dan Meyer, a lawyer and the former executive director of the intelligence community whistleblower program. ‘Congress has never provided that protection.’”

Did you happen to hear Donald Trump Jr.'s (who outed the Weenie Blower) radio interview with Rush -- about an hour ago?
A little old lady approaches him & his date @ a restaurant & says "Hey You!"

Don Jr. winces & preps himself for a blast . . .

Little old lady says "Your dad & you have the biggest balls - and I'm lovin' it! Keep on keeping on!" - and virtually everyone else in the restaurant gives him a standing O.

I was listening to Andrew Wilkow, on XM radio, playing a clip of Don Jr. and Kimberly on The View.  Don's hawking his book, but I suspect the real reason he did The View was to tweak the four/five scrogs on the show.  And tweaked they were.  So, yeah, he's got big brass ones alright .......... and no fear.

I'll get to Rush's show later when I download the podcast.

He's going to be on Levin's Fox show this Sunday for the full hour, new time, 8PM eastern
