OK, this "stable world order" sets off alarm bells...as it should for any person valuing liberty and freedom at the personal and individual level as well as at the national level in world affairs...

...that it comes from someone always re-writing their governing charter to ensure he is de facto Czar for life gives those words more chilling properties.
Perhaps if Vlad behaved peacefully himself and did not molest his neighbors and use despots to secure economic dominance in energy for his deputy oligarchs his calls could be a starting point for ensuring liberty and prosperity without making vassals and slaves.
