Depends, White shooter absolutely and doesn't matter who the victims are. If one of the primates then no problem and again doesn't matter who the victims are

I suspect you're right; Harris County is Houston.  I listen to a podcast of Michael Berry, a Houston talker and he's always talking about how bad the Harris County law authority is.  Scum is arrested and five minutes later, they're out again on the street.
