This isn't a hard one to comprehend once you realize it is Oblowya calling the shots...his Arab Spring put crazies in power, especially in Egypt...and with things going sour on fronts in Eastern Europe and Southeast Asia...might as well let contractors boost profit lines (after all Russia & China do it with much worse regimes!) that will find some coming back into the coffers of The Big Guy and other totalitarian-friendly pockets...
