Typically one removes all liquids (fuel oil, aviation fuel, hydraulic fluid, etc) and other easily removed contaminants before they are scuttled...which the US has done numerous times (providing new reef material for sea life)...

sunk at 16,000 feet. Sucks for scuba divers as that is way too low. Also kinda deep for a reef as marine life is more abundant in shallow waters.
