Bloody commies obviously want to control the lithium & coltan (short for columbite–tantalites and known industrially as tantalite, a dull black metallic ore from which the elements niobium and tantalum are extracted, used to manufacture tantalum capacitors which are used for mobile phones, personal computers, automotive electronics, and cameras) deposits of Congo.
That the skunky USAID morons are "aiding" Rwanda as well also screams for a full 180 degree change in policy - we should be backing Congo!
