Not to whizz on Obama's parade here, but wouldn't such an agreement have to take the form of a treaty?  And would not said treaty require Senate ratification?  Oh, Senate, yeah, what's the point...

At the very least any funding for this idea shouid be KILLED!

They're probably planning to use existing funding but from what department ?
