Tornadoes don't normally kill so many these days. The detection and warning systems are so much better, usually when people are killed it's just a handful or two. 269 is an awful lot.

It's just terrible how Bush and Cheney still control the weather even after leaving office. What do they have against the people of Tuscaloosa?

For whatever reason, people don't have basements down there.  My sister lives in a very nice house in Columbus MS (close enough to Tuscaloosa to make me go whew!) and she does not have a basement.  Anytime a storm scare comes (and they did have one earlier) it's under the steps. 

Maybe that's why so many dead.

I don't know about anywhere else in the South, but NC's houses were built without basements because of the clay that passes for soil 'round here; it takes forever to dry and it's shifty.  And because the frost line is high, so no need to dig very deep.

We don't have one and I feel the lack.  I keep asking for one (so, what do you want for yer birthday?); so far, nuttin'.

Maybe it's low-lying areas in the south?  Prone to flooding so they don't bother digging foundations too deep?

And with any clay, you just have to be sure to put in drain tile, keep askin' Pan, and good luck!

One other reason for the lack of basements in the South is that water and sewer lines do not need to be several feet in the ground. Most homes have water lines directly exposed to open air in a small crawl space under the floor, because the risk of freezing is so low. The exception is in the Appalachian zone. Basements are prevalent because the sloping terrain requires the site be dug out to prepare a flat area for the foundation. Basements are a bonus.
