I guess when your economy is so wrecked that nobody can afford a car, it doesn't matter whether your footwear would prohibit driving.

I always say you land where you aim.  These men haven't aimed far and so are nowhere. Thus they degenerate into expending time and energy on things like this that don't matter rather than aiming higher and setting goals and making their life amount to something.
