What these folks were doing is perfectly within the boundaries of (slack) ethical standards of the teachers' unions (NEA, AFT, et al.), and the Democrat party--those in charge of most big city schools. Their mission is to get as many like minded folks on the payroll, qualified or not, get them a sweetheart pay and benefits package, and protect them in that ill-gotten position...'til they are able to retire at a young age and draw on their overly generous retirement bennies.
Of course they are opposed to any accountability of educational performance, be it from standardized testing, graduation rates, and the like. So, cheating is acceptable in their minds. Whatever it takes. To hold themselves to a higher standard means they would have to hold the students to a higher standard and there's no way they will ever do that, even if were possible to do so with ill-qualified, amoral teachers beholden to amoral administrators and amoral unions for their cushy posts.
A quality education "for the children" ? BWAHAHAHAHHAHHAHAHHA...........

That "meme" is only used by them as cover... to suck in all the lofos. It falls way down on the list of "mission objectives", if it's even on it at all.
