But, we are not withdrawing from Japan unless a deal is cut with the Chi-Com's with respect to their activities from the Yellow Sea to the South China Sea...and Busan would remain a port of call for any America warship. That level of withdrawal and phased easing of sanctions and embargoes (to nuclear disarmament) ought to be more than enough incentives for the North to denuclearize and dismantle.
