No, but thanks for the reminder. 

I spoke to my BIL the contractor about this, he was still getting bids and works a small crew so the social-distancing crap should not be a hindrance, and gets all his product shipped to his work garage.  But since a lot of his business is schools I was concerned they might start slow-walking projects though budgets still still have funds for this season.

SBA is offering loans, not sure of the terms but here's a couple links -

If they are not waiving the size standards for loans...

...for C-19 leaves a lot of small contractors out....including my BIL.

Typical gov bullsh*t. Sites make zero sense for a sole prop with no employees.

Yup.  Like most things..probably have to call and hope you talk to a reasonably competent (for government) person for a half way decent answer bordering on reality...
