The solution is for businesses to simply leave certain neighborhoods. Then the usual suspects can whine about institutional racism because no one wants to put stores in their neighborhoods.
Then you'll have city government decide it's such a heart wrenching crisis that the local kuh-moon-ity has nowhere to spend their WIC and food stamps, and it therefore requires government intervention. So, they will offer incentives and subsidize businesses for putting stores in "disadvantaged" neighborhoods, i.e. they will use taxpayer money to underwrite the enormous loss these stores incur every year. Seen it all before.
