This is total despotism and totally illegal.  They can say this doesn't require any national ratification or plebiscite of any kind...but speaking for America that is a total lie! 

This doesn't merely amend an existing treaty, which even if true under our law it creates a new treaty by altering a prior one...but even the WHO's own language calls this "a new international treaty on pandemics" and it is trying to do so under it's own authority using a "process to draft and negotiate a convention, agreement or other international instrument under the Constitution of the World Health Organization".

So, it appears to be a backdoor effort to change the WHO's Constitution (ie-the original "treaty" 194 nations signed up for) to force member nations to accept their plandemic authority...
