Victor Davis Hanson often reports on how many decades it has been since a new reservoir has been built in CA, mostly thanks to environmental lawsuits? Some had been roughed in on paper long ago when the first ones were built.  Some past US Sec of Interior boasted to a cheering crowd that there would never be another US federal damn built.

There was a planned bridge across the St. Croix river from Stillwater MN to WI. Environmental law suits.
How long to clear the lawsuits? That is a trick question. The answer is never. After 30 years of suits it took an act of congress, signed by Obama, to exempt the bridge from such laws.

A water pipeline to CA or CO? Never. Unless exempted from all such laws.
