Too easy.  Assassinate one to send the proper message, arrest the rest and hold without bail indefinitely under inhumane conditions until they confess their crimes...hold kangaroo court hearings to widen the battle to all Democommies everywhere...hold tribunals in hand-picked courts with hand-picked prosecutors and hand-picked LEO's and convict the detainees to life in prison for insurrection.  Duh?!
