Nobody, not this lunatic, not anyone...can legally change anything about the Supreme Court without a Constitutional Amendment!

And neither the Congressional method (2-third majority threshold passage in each chamber) or Constitutional Convention method (two-third majority threshold in each of the state legislatures) is likely to pass any of his idiotic schemes!
