They keep doing exactly the wrong thing on this issue and when it does not work, they just do more of it, harder.

This is what comes from the "zero tolerance" bullsht.  Kids are not allowed to kick the crap out of the bullies, so the bullies roam free until collared in the act by a teacher.  Maybe.
