Do we know when the contract was placed? It's not something I particularly like to hear about either, but I'm not sure how ominous it is. Federal law enforcement agencies probably go through an enormous amount of ammo just in training throughout the year. Ok, well, maybe that in itself could be seen as ominous, but it's nothing new.
When the chips are down, they'll have to ask themselves as individuals just what price they're willing to pay to enforce the dictates of their overlords. In any given tactical scenario they'll have every advantage, but it doesn't mean it'll be risk-free. What would it take for them to run out of guys willing to be the entry man?
If you look at practically every tyranny over the past century, one common denominator is the formation of "auxiliaries" who answer only to specific personalities or political party leadership. I can absolutely see that possibility here. Whip up certain "urban" populations, perhaps even an emptying of the prison system, and they could have their own little enforcement mob. I think Obongo and Holder have already been testing those waters.
