Six weeks after receiving his passport my brother gets this email:

We have finished processing your passport, and it has been mailed to you.

You paid for overnight delivery. This means you should receive your passport on
or about 06/02/2012.

I mean that, it will never get better than this, only worse.  Think about it.

In all fairness, the State Department is far too busy dealing with serious matters, like vetting the background of people it grants security clearances to.

I'm guessing you'll be getting approval for that medical treatment at about the time your family gets the funeral bill.
