Now that I'm thinking a little more about it, Obongo probably had nothing at all to do with the letters; they're form letters -- all the same -- with a robo-signature. As he didn't compose the letter/s and he didn't sign them, what was his part in the sending? Folding them into the envelope and licking it? No, it was left to a staffer to handle as an item on a checklist. I suspect he does hate the military and that for which it stands, but in this case, I see only malicious indifference.
