Well, in this S-hole we know that won't happen...

Schmidt said his office will presumptively decline to prosecute those whose most serious accusation doesn’t involve deliberate property damage, theft or the use or threat of force against someone else.

Charges that fall under that category include interfering with a peace officer, second-degree disorderly conduct and rioting, among others.

So there is no downside for any person to disobey instructions to disperse and provide cover for the rioters. There is little reason for the cops to arrest anyone for rioting unless they  meet the thresh hold. Rioters can interfere with a peace officer without fear.

Good thing some of the crimes are federal. The feds decide who to prosecute.

IMO the police should use the billy clubs and/or rubber hoses.

I read that San Diego is pretty much free of rioters. The cops started using rubber bullets the second night.

San Diego traditionally has been more conservative...in part due to active and retired military in the area...but haven't been near there in decades...

I recall parts of inner city were a little sketchy...but most everywhere else decent.

So, the OR state police were guarding the outside of the Portland fed buildings.
They arrested people for rioting etc.
The DA said he would not prosecute people for rioting, interfering with police, and such.
If the police order a crowd to disburse the crowd can just say no.
So the OR state police said they would withdraw.

(Reuters) - Oregon State Police on Thursday said they were withdrawing protection from Portland's federal courthouse over frustration at the county district attorney's decision not to prosecute most of the people arrested in protests there.

Oregon State Police are "continually reassessing our resources and the needs of our partner agencies and at this time we are inclined to move those resources back to counties where prosecution of criminal conduct is still a priority," OSP spokesman Timothy Fox said in a statement.

The police force is angry at Multnomah County District Attorney Mike Schmidt’s decision not to prosecute many people detained during weeks of protests at the courthouse, Fox said.
