Dogs**t does have a name, it was Kevyn Major Howard, best known for Full Metal Jacket.  But I'll always remember him for a scene in Sudden Impact.

I also think he looks like Eric Swalwell and I think of Clint Eastwood slamming him up against a wall and doing the dogs**t bit when seeing Swalwell.

And that was a good scene...but those flicks had lots of 'em...
