...and typically for commercial pilots 1000-1500 hours is considered experienced for helo's...EMS/aerial firefighting 2000-2500 and the latter considered for most roles as "experienced"...
So, in this case...not super experienced, we don't know if NVG use was in play (could cause limited vision/no peripheral...can cause flaring when encountering light sources that could be momentarily disorienting)...and combined with ATC issues might be more of a combined failure...
Plus, if training for a "continuity of government" VIP transport...the experience level here for the busy Potomac traffic may not have been adequate for a night op...
However, this may or may not be material...it could be that they merely want to shut down reaction posts and avoid the ad hom hits...or it could be there is unflatering posts by the deceased...
